THIS photograph is of one of several signs near The Press offices and, while I am fairly certain of the intention, it seems to be wide open to individual interpretation.
My dictionary variously defines the verb "to restrict" as: 1. Deprive of freedom of movement or action 2. Put a limit on 3. Keep under control.
Certainly sufficiently ambiguous to prevent any party from being lawfully charged with any offence.
