Proposed deregistration of common land/town or

village green at: Village Green, Newnham, Hook (VG number VG.138)

Aspley House Capital pic has applied to the Secretary of State for Environment, Food and Rural Affairs under section 16 of the Commons Act 2006 for land forming part of the abovementioned registered common land (the "Release Land') to cease to be so registered. The Planning Inspectorate will decide the application on behalf of the Secretary of State.

The purpose of this application is to enable the provision of a new public bus service to serve the proposed development of Owens Farm ("the Site") consisting of 700 dwellings, a Primary School and Community Centre ("the Development"). The public bus service to the Development would turn into (out of) the spur road from London Road. Buses do not normally make this turn at present. In order to provide adequate space within the highway to facilitate such turning movements by buses, it is necessary to slightly widen the spur road and replace 74.2sqm of existing grassed areas with 13.8sqm of footway (over which the public would, of course, still have rights to pass and repass as with the existing paved area of the town or Village Green) and 60.4sqm of carriageway.

Although the proposals would result in a marginal loss of land available for public use (60.4sqm (circa 2.1% of the TVG as a whole) - i.e. the area of additional carriageway to be provided) it is not considered that the present or future use and enjoyment of the TVG by the public would be materially impacted.

There are not considered to be any material impacts on nature conservation; landscape quality; archaeology or local heritage. There would be a considerable public benefit in facilitating sustainable public transport access to both the new Development and existing properties in the vicinity. A copy of the application form (including a plan showing the extent of the Release Land) and accompanying documents can be inspected at the office of Hook Parish Council at Hook Community Centre, Ravenscroft, Hook, Hampshire RG27 9NN between 9am and midday Monday- Friday and at Bellamy Roberts LLP's office at Clover House, Western Lane, Odiham, Hampshire, RG29 1TU during normal office hours until 14 March 2019.
